Before the coup that overthrew the Allende government, Chile engaged in an experiment that could be called a "socialist Internet". Multiple telex machines were installed in various factories, schools, and offices. A communication network was established in order to coordinate economic and political action without centralization. It used technology that existed before the personal computer to allow for a bottom-up system of social organization that one would not see until the public use of the Internet.
