When one speaks about spontaneous order, one can mean either order that is unplanned or voluntary. Voluntary order is the cornerstone of a free society and democracy, and some will argue that unplanned order is also positive. But an unplanned order can also be negative as seen in the example of individual and unrelated assaults on women generating a general fear of being assaulted by all women.
